Kathy is the Chief for Health Care Institutions Branch of the Division of Public Health Licensing at the Arizona Department of Health Services.

In that role she provides leadership for State licensing and Medicare Quality, Safety and Oversight for over 7500 health care institutions regulated by the Department of Health Services in the Bureaus of Medical Facilities, Long Term Care Facilities and Residential Care Facilities.

In this position she also provides leadership for physical plant health and safety codes and standards for initial construction and modifications of regulated health care institutions and Medicare Life Safety Code for certified Medicare institutions.

Kathy has held clinical, supervisory and administrative positions in both the private and public healthcare sectors.  She has extensive background in Healthcare Quality leading the development and implementation of Quality Management Systems and regulatory compliance activities for State licensing, Medicare certification and Accreditation.

Kathy is a licensed registered nurse with a Bachelor’s degree in Nursing.

She was inducted into Sigma Theta Tau International Honor Society for Nursing, ETA XI, Gannon University in 1984.

She is a Certified Professional in Healthcare Quality (CPHQ) and Certified Investigator/Inspector (NCIT). She is past President of the Arizona Association of Healthcare Quality and past President of the Association of Health Facility Survey Agencies (AHFSA), an organization consisting of state licensing and certification agencies in all 50 states and District of Columbia to “monitor the health of a nation” by addressing common concerns and health care program issues.

She is a guest lecturer for Arizona State University Health Care Compliance and Regulations program.
